Building institutional capacity is crucial for emerging nations to fulfill the increasing demand s of both the domestic and global community. An essential part of this is to emphasize “programs that incentivize local capacity building and implementation”. According to the Organization for Economic Cooperation and Development (OECD), “Capacity is the ability of people, organizations and society as a whole to manage their affairs successfully. Capacity development is the process whereby people, organizations and society as a whole unleash, strengthen, create, adapt and maintain capacity over time” (OECD/DAC 2011).
